　 特定職業の平均給与を、職が見つかるまで国がずっと支払い続ける。

６. リビア人が農業を志望する場合、農園を始めるための、
　 農地、家、器具、種、家畜一式が、全て無料で与えられる。

７. リビア人が国内に必要な教育機関や医療施設を見いだせない場合、
　　政府が外国に行くための資金を支払う。
　　さらには実費のみならず、住宅費と自動車の経費として毎月約23万円が支払われる。

８. リビアでは住宅を所有することが基本的人権と見なされている。
