菅政権は外交素人で前原の指示がどんな問題に発展するかまったく理解出来て無かったので中国が温首相直々の最高レベルの抗議をして輸出規制＆人質外交というレッドカード覚悟の行動に出る時点まで問題を放置してた。もしかしたらこのタイミングでアメリカから助言あったのかもしれない。
